I was hoping I could use a cloth simulation to drive the CV's of a spline IK. Can you do that somehow? I'm trying to figure out how to get my skirt into a game engine and the only thing a game engine will read is the bone rotatrions affecting the skirt. So if I could drive CV's with a cloth simulation it would work perfect!

Yep, there's a few ways to do that. You could cluster single cv's of the splineIK, then button constrain or rivet the clusters to the cloth.

theres also a plug in here on the highend site in the cloth section. it basically converts your cloth into regular geometry and converts the simulation into essentially one long blend shape. maybe that would be easier?
