okay, so just as I am starting to figure this out, A member showed me this site with a tutorial by Garry Runke.

This covers the problem of getting the particle location, and placing the rocks, now I just need to write a script that
generators random textures for each of the rocks.
does anyone know how to write a script that selects objects in a scene and randomly assigns them a texture, or better yet, can point me in the direction to someone that has already done this.
My goal to write a super script at the end that does of this stuff. I want to call it rock thrower.
