Transparent UI controls

Hi, I am working on a project, it needs some transparent UI controls, a good example is the view cube in Maya. 

I want to add some transparent icons on the bottom of viewport, also i need interactions, when user click it, some commands execute.

c++, python and mel are all OK, anybody have good ideas?

I once tried qt designer, but I don't know how to set the main window transparent, It seems no such properties.
