Hi everyone,
This is a very basic question,How do you weld points in softimage 3d?

You mean CV (vertex)? hold down M and drag them around.
Or, switch it to tag mode by pressing F9, hold down t, drag a box to raycast CV or CVs, press translate, scale or rotate to adjust their position.
