The cards that I have bought in the past that have "TV out" capability all came w/ the cables. I remember the ATI series of All in Wonder cards had a similar svideo connector to the card that then branched out to a svideo or rca cables that you could attach to in order to run to your TV. Your card should've came w/ something similar.
Usually you have to have your screen at 640x480 to 800x600 in order for it to output to the TV in my experience. In the Advanced Options of the Monitors Control Panel there is usually something there about selecting a TV as an external display source.
Is there a particular reason you are trying to do this? Why not go pick up a good $60 DVD player (i.e. Apex 1500) and just use that for your TV? If you are concerned w/ Macrovision it is possible to disable it on that Apex if needed. It seems like the route you are trying to go will end up costing you some money as well as frustration unless there is an absolute particular reason you need to go that way.
