Well it's been a while, I figured it out... not that I've been thinking all this time. I just returned to it and tried to see if I was just being dense. I doubt that there are many people here who care about this question... however, it really is a useful command if you work with fluids a lot.
Range is
1 = render globals
2 = time slider
3 = start/end
so you HAVE to use 3 or the command doesn't make sence! The command says to segment the fluid cache. So if you don't set your range to 3 then it's not segmenting it. Simple...
Helpful tip this script really isn't that hard if you just put your mind to it. when you read the Docs it seems overwhelming. break it down it's pretty simple. look at the cache options window while you break it down it really helps.
