Subdividing/steps

i would like to know what's the difference between subdividing a surface or changing the step on info>selection to smoothen
a surface, for example a sphere.

You would subdivide a surface in areas that you wanted to modify whereas a step value is simply the amount of subdivisions between each point defined on the nurb wireframe.
