It looks like a filter problem, unless that speclking pattern that does appear is from something else.
It's just the bump right? It doesn't appear to be applying correctly, because the shader ball itself should give you the appearance of the shader (and the highlight is too shiny still).
Try disconnecting each network from the shader to find out which one it is, and then go from there... It could be a large number of things.
Would you be willing to post the file? I rekon I could fix it fairly quick. If you'd like to keep it private, friend me and PM it.
Although, the other option if you expect someone to diagnose it, is to say what everything is plugged into within the network, otherwise it is working as intended (your result is a result, just not the one you want).
