In film, each cut has its own lighting. Whenever a take is done in a new angle, the lighting is (most of the time) adjusted or re-designed. This allow nice contrasts and creativity in scenes.
In TV, most of the time, there is one lighting design for all the takes in a single room. This creates very bright scenes and limits creativity, but on the other hand it's meant to work in all angles so you don't waste time to refine the light at each new angle.
So, it depends on what you want to achieve with your lighting, the time you have to complete the project, and your ease with lighting.
