3ds Max Cut Tool and making a edge

I am learning 3dsmax 2014. I am having trouble making a edge going to a vertex or making edge. I have tried using the cut tool but it only works on open edges of poly (It gives me marching ants). Is there way to connect. Also, is there is setting in Max for making it. work. I have tried with the snap and no luck. 

When I use the cut tool it makes pretend vertex as I click on edge. Then I drag the tool. It makes a vertex come along. But when I click it does not set vertex doen.

Maybe you should connect this two eages that i marked on the photo with a green colour, using conect tool. You will get two new vertexes and eage beetwen them. Then you can also use cut tool to make eage between this two vertexes other vertexes that are not connected.
