basically you scale down proportionally to SD resolution (720 pix wide) scale vertically for non-square pixels correction (times .9 for ntsc, times 1.0667 for pal) add borders (fit node, height to 480 or 576 pix) and output to quicktime, dv, ntsc or pal, make sure you got the right frame rate too.
if you want to have a 16:9 anamorph DV output instead of letterboxed, just downscale to 720x480 or 720x576.

So I followed you instructions and everything looks perfect. One thing, My original frame rate is 59.97 fps. When setting for the correct frame rate for DV ( 29.97 ) the project almost doubled in length and plays in slow motion. How do I correct timing?
