Align / Center Pivot Of Vertices In Scale Mode

The pivot point is always in the center when I select vertices in move mode... thats fine. But when I switch over to Scale mode, the pivot jumps to the whole objects pivot or somewhere... How can I align the pivot to the center of my selected vertices in scale mode?

You can make me very happy if you can resolve this

Your most likely in pinned mode, hit d and untick the pin button. You might need to zoom out a bit to see it.

Its really strange. I only have the pivotmanipulator to pin or unpin when I am in move-mode. When I switch to scale it disappears and also its not centered anymore. The problem lies in my "userPrefs.mel" I take them over from old versions and then I sometimes have these effects or some tools even don't work anymore.

I found in the userPrefs.mel the reason: -snapRelative 0 -snapValue 1 -useObjectPivot 1 Scale"
-useObjectPivot 0 Scale was wronly set to 1 Scale.... but where did I change this value. Are there any prefs where I tweak this?

Double click on scale tool? Yes the unpin shoudl be where the pivot is. but again it might be so faar away that you might need to zoom oout or it might be so close you cant find it.
