No this was proved scientifically by cognitive scientist to be untrue in the 1970's its just a bit of work. Singing on the other hand is harder to instill but this to is teachable just a hell of a lot harder.
Its a about brain use, to be able to draw you must suppress your main usually left brain half which thinks in terms of abstractions, language etc. Its just that almost all education you get EVER is concerned on the other brain half, so its hard to let go at first. BUT even the main half can be taught to draw although its considerably less attuned for this.
But mainly this is a motor practice thing... yes i know its often said to hold true that people have talent, its just more of a thing where they happened to stumble upon when they were younger. Same applies to almost everything, once you discover the usable brain pathways for something the threshold is dropped away.
Not everybody becomes a super fine artist tough but everyone can be taught to draw vet accurate copies of things they see. But talent is more of a excuse than anything else with work everybody can become a artist. The amount of work just varies, and usually those who aren't "talented" seem to underestimate how much work the talented poured into their talent over the course of their lifespan.
