If you use edit mesh -> insert edge loop (wich is same as edge ring and split). Open the attribute editor find the node turn multi on, set amount to 1 and adjust the ramp widget. Please note while it works in this case not all surfaces are so uniform in nature.
There was a meltool that moved them along splines (its just nor easy to know what the spline is tough, heres its self eveident but not in all cases).
But here ist quite easy just split and move the loop to place then enable move tool switch it to local movement and move along normal.

not in the way you think. But yes you can do it like his duplicate aveage duplicate blend the original with avarage and put in a negative blend value.
And yes avarage is the not what yorur after tour after. Average of next point is not up but down as you may have noted. And average of the next to each other are off course smack on line.
