Well, they can definitively do this better than you expect. YOu can also use nparticles they can be voxel built into polygons a can fluids. In any case you really dont want to turn smokes into poygins.
anyway theres nothing primitive about particle systems in general, the most complex thing in maya infact. It can do a lot fo things but probably not as easy to wrok as you expoect. Use fluids.
