Is there anybody who can say me how I have to draw my cloth pattern to get a blouse with a collar!?

Definately same as doing from real fabric. Just in some specific cases You'll need in order to make e.g. buttonholes.
Take a real blouse You want to make and explore what shapes of panels it have. Otherwise search for garments in fashion magazines or over www.
Specific case requires specific exploration. Goodluck.
