Building a lightdome from an hdr-picture

Well I'm not sure what you are referring to, because a "light dome" is a technique that use indirect illumination (in this case, Final Gathering).

You might want to check out Light Rig From Image (in the Get > Light menu), wich builds a set of infinite lights based on a hdr image.
