for the camera to "cut", the best method is to set your f-curve interpolation to constant, which is at the top of the f-curve viewport, called "con".
this immediatly steps the f-curve from the value of one keyframe to the value of the next between two frames, so it doesn't interpolate between the two keyframes over a period of time.
but this affects the entire f-curve, so you wont be able to do this if you need your camera to animate anywhere, rather than jumping.
