Geometry constraint: to keep the locator on the mesh's surface in the first instance 
Normal constraint: to keep the locator normal to the surface
Parent constraint: Supposed to keep the locator at the same relative position on the mesh when the mesh moves. However, as soon as the parent mesh moves, the locator snaps back to what seems to be some sort of default position. Without a parent constraint, the locator remains at its world position as the parent mesh slides by.
Any clues?
