-You can, you just have to create a new Hot Key, this is very simple...
-Just go to Window>Settings/Prefs>HotKey- the hot key editor opens. Down near the lower right you will see a button called New, hit it- now to the left of the button input a name for it, say: transTog_Global_Object give it a description, this tool toggles my translate manipulator between global and object. Next pick a catagory you want the new hot key under, I would say tool, there is a drop down menu that you can select from to the right of the catagory entry field.
Then use your script editor to cerate the toggle script, if you don't know scripting well, then in the script editor go to Edit clear history, then Edit Ecco all commands, double click the translate tool, switch it from global to object -in the script editor you will see the command that executes when you switch, highlight it and middle mouse drag it to the Command window in the hot key editorThen hit accept to the right, now up in the top right you can define the hot key or key combination that will make this command happen.
Unfortunately I don't do much scripting so I don't know how to make a toggle script, but you can create two hotkes one to make your tool global and one to make it object.
-If you want a toggle and you can't figure it out and nobody posts an answer, then let me know a good friend of mine does a lot of scripting, and something so simple would just take a moment to do...

the comand for object is:manipMoveContext -e -mode 0 Move;
the command for world is: manipMoveContext -e -mode 2 Move;
-these are just for the translate tool.. figure I'll make it at least somewhat easy for ya, but those are the commands you'll get when ecco is on in the script editor.
