You can move a layer in time by going into the timeline tab and sliding the timebar representing the layer (not the footage timebar, which controls overall trimming) over to where you want. There are a couple of key shortcuts to do this, too - select the layer, and hit Shift-, (shift-comma) to move the layer over to the current frame.
You can create a step frame effect by slowing down the speed slider in footage, or changing the Hold Frame Duration to something longer than one frame.
