How do i cut curves
Switch to Curve Point selection mode, click where u want to cut, Do a Edit Curves > Detach Curve.
Split a curve or surface (detach)
Unless you mean the Cut Curve function, which cuts where 2 curves intersect.
Edit Curves > Cut Curve

Surfaces > Birail
Sweep one or more profile curves along two path curves (birail)
