How do you have bad results? If they are all jumbled then it's your UV map... And if that
I want the scales to be like fish scales,layerd on top of each other,but couldn't painta texture that will do it nicly,I saw some plugins for LW and 3dsmax that do scaleswhat is the best way to do it in maya??

well yes but why animate a highress modell whan you can use a good modell and displace the results at rendertime..
But yeah if the uvs a screwed then painting of ready textures wont work!
