Extruding from the center?

hey, I used the search tool on the site and couldn't find what I wanted. So I decided to ask myself. When I extrude, the directional arrows are always to the left, is there a way to extrude from the center?

The problem I'm having is trying to extrude on half of a cylinder but when I try, it changes the form into something strange when all I want it to do is just keep the same form but smaller.

What I always do is extrude 0 units and switch to the move or scale tool leaving the extruded faces selected. Then hit insert and move the selection pivot where you need it to be, then scale or move.
