Use the high detail solve method and as high a resolution as you can manage. Also enable self shadowing of the fluid and make the transparency very low. For dust the shadow opacity should probably be 1. You could also add in some very small software rendered particles( cloud) for detail. Apply the fluid as a field on the particles and make the conserve = 0 (or near 0) so they exactly follow the fluid flow. You should also enable volume samples override on the fluid and set the volume samples to at least 4 or so. This will provide better density rendering integration between the fluid and particles.
