This is true but you can change this if you want. Set the clips to Read From Disk or Broadcast and the textures won't be fully loaded in memory while rendering.

But what about FX Tree clips? Do they load in memory during the rendering of the scene?
If yes: can I render a scene which has an FX Tree?

I think you are confusing some concepts here. When you render a FX Tree, you are only outputting pixels that were layered on top of each other, combined with 2D operators. There is no 3D rendering involving geometry crunching, raytracing or anything like that.
The 3D rendering, wich consists of interpreting the 3D scene to create images, has nothing to do with the FX Tree, as long as what you have in the FX Tree is not used as textures or shaders in the 3D scene.
