GI and area lighting

Can I create an Final Gathering area light effect(a dome over my scene casting the light) with Global Illumination.

You can but you will have a very hard time achieve as good results as Final Gathering. Global Illumination alone give very noisy results, unless you use astronomical values.

If I would have to do that I would not make my dome of any color, but white. It is the GI color that I would shade.

Ok, is there a way I can make FG produce the colour bleeding effect you get with GI.

FG generates color bleeding, but this color bleeding does not behave the same as GI. FG has a very limited range, so bouncing light will be lost shortly after the bounce. More, FG rays do not bounce more than once or twice (not sure, but not more than twice).

So the answer is no. If you really want color bleeding over a large open space but don't want to use GI I recommend that you use good old lights.
