In AE you can use time remapping and keyframe the time of the clip to go back and forth.

I'm not that familiar with Premeire ..you have have to make seperate clips and reverse one. I kno wit has a clip speed control somewhere.. look in the manaul

enable time stretch in After Effects, Go>Layer>Time Stretch, enter -100 for reverse, and same goes for premiere, press Ctrl + Shift + R for speed, or go Clip>Speed then enter -100.

short cut in after effects to reverse a clip
is ctrl + altr + R
when you do that you should be able to see some red lines on the layer that mean its in reverse form...

inAE, you can use expressions, and i think this is the best way.
loopOut(type = "cycle", numKeyframes = 0)

then replace cycle (wich the default exp) by continue or pingpong
you can find the expression in the "property" expressions
