Anybody got any ideas how this wonderful little piece was made (or how to replicate it in Maya)?:

I've spent the last few days trying to reproduce it. I think it might have been made in C4D, but surely Maya can approximate this?
So far I've played around with Maya Hair, applying fields to pull, push and deform the hair. I've managed to approximate that wavy underwater style, but I haven't got close to the spindly pin effect in the vid. I'm now looking at Particles and Curve Flows, soft bodies and goals, but it beats me.
How would you approach this?
