You have to use fcheck, as far as I know. Export your video file as a targa sequence. Open up fcheck (Start>Programs>AliasWavefront>fcheck), then File>Open Animation. After it's done, click File>Save Animation. It is important that you put a dot at the end of your filename (ie, mocap. ) because Maya will only read a file name like mocap.1.iff, mocap.2.iff, etc.
To get the image sequence into Maya, create a new side camera, and create an image plane. Choose the first file (mocap.1.iff) and under Image Plane Attributes click Use Frame Extension. Right-click in the Frame Extension box and Set Key. Then move the time slider to the frame corresponding with the last video frame (mocap.100.iff or whatever), change the image to the last frame file, then type in the frame number into the Frame Extension box, right-click and Set Key.
