I Need Series Help With Feathers (2)

I'm trying to finish my BFA final project and I have a bird model that I have yet to feather. I can't find anyone or any kind of tutorial to teach me how to add feathers. Of course I want the easiest way to do it but if anyone has any advice or links to create feathers in any way or any program I would greatly appreciate it.
