I want to animate tentacles of an octopus

hello all, I have great doubt. as I can animate the tentacles of an octopus? skeleton curves or thought, but so far I have not had much success.

might be similiar to what was posted here
but you'll probably wanna use spline IK along with it, if you're using a skeleton.
