Well i havent used after effects in about 2 years now, so im not the person to ask for detailed walktroughs. But ive done more or less tha same effect in ae before (about 5 years ago), But basically youd just do the exact same thing youd do in maya.
Theres really no reason to use anything special here just a plane with a gass texture and some shape blur and multiply on top of it and then some expressons to drive the angle of the cone sweep.
