I know this is an old topic, but hopefully this answer will help other people who are also looking for an MD3 plugin (I just got through with that hassle.)
As far as I know, the only way to export from Maya into the MD3 format is to use the MD3 converter that was created by the QuakeRally project team. Unfortunately, the team stopped doing the project a while ago, and the last version of the plugin was compiled for Maya 4.5.
I've gotten it to work with Maya 6.5, but I had to recompile the plugin from source to get a working plugin. I'd offer you my binaries, but they won't work with a different version of Maya.
I think your best bet is to either get a compiler (I used MS Visual C++ 6, maybe Cygwin or DevC++ will work?) and compile them yourself, or find someone who can compile it for you (they will need Maya 7.0 installed.)
...OR someone can buy me a copy of Maya 7 and I'll compile it for you.
