Mel Scripts Section Name Is Obsolete

Once in a time all maya scripts were in Mel well nowadays they are in mel OR python, also the distinction between plug and script has gone out the door. As many scripts and plugs have all of the above

Since it doesn't make sense for the user to search for either mel or python scripts separately. I propose the section name to be changed to just scripts would make more sense. Lets keep the plugins section for a while but we could ditch them all in favor of just categorizing them better?

also we should make it a submission requirement to include install instructions. So maybe the fill in fields should include whether or not you have install instructions installer etc.

that is how it is in the new system I just had to fire the old programmers and picked up some new ones. so we had a set back but are continuing on. shouldnt be too long now.
