Hi everyone,
I was working on a cartoony rig which i downloaded from a forum. So i planned to make my own way of skinning to it but i can't able to select the mesh. I double-checked every selection options possible but still selection is not possible. Please share any possible solutions.

Check the Drawing Overrides section under Display. The same section you have highlighted, but a few menus down. Inside there is a checkbox for 'Enable Overrides' and it might have an option under 'Display Type' other than normal. If it's set to template or reference you won't be able to select the mesh.
I have tried everything like you said, but still it's unselectable. I found out that the inner mesh (i.e, Teeth, Tongue) i s selectable while the outer mesh isn't. Thanks for sharing.
Any Display layers set on at the bottom of the channel box editor? Any set to 'R' will be unselectable. Same in the attribute editor. A Display set to 'Template' will also be unselectable.
Check if the Drawing Overrides>Display Type is set to "Reference" for any of the transform nodes (/groups) containing the geometry you are trying to select.
Also check the drawing overrides on the group and if it's not there check the drawing overrides on the shape nodes (tap the down arrow) guaranteed you'll find the override enabled in either the parent or child node.
Your mesh has a black wire, so it is a reference type. Spend some time to learn Maya first.
