Miss Timed Shutter Fx

does anyone have know how to creat a streaking fx like a miss timed camera shutter? I'm trying to recreate a similar fx to the misstimed shutter in Saving Private Ryan, I've also seen the fx in some shots for CSI but i'm not sure if they did it in camera or not.

i'd try a vertically animated Move2D with motion blur, and mix it with the original.
maybe experiment with a lumakey or a multilayer with a different blending mode for a more convincing effect (you'll want the streaks to show mainly in the highlights)
