Ncloth Set Initial State/relax State

I am trying to set the initial state of my cloth to a frame where it is relaxed... it doesn't seem to work. Am I missing something here? I simply scrub to what frame I want. Set initial state on all my cloth. Then scrub back to frame 1 or render out to see if it has taken effect... but it doesn't.

Also, how does relax initial state work (what do steps relate to)?

I do set from current. Then I scrub back to frame 1 or render out. Nothing changes. Am I missing something?

Given that you are "scrubbing" to the desired frame instead of playing I'm assuming you've cached the simulation. As a result you would need to delete or disable the cache to see the effect of setting the initial state.
