Need License To Use Maya Api?

need info..could anyone pls tell me..

I'm trying to develop a plugin/standalone application in Visual Studio using the Maya API.Is it necessary to have a Maya Complete or Unlimited License for the API to work?..i have the PLE version(with libraries & includes) installed on my machine.

yes, at minimum your in breach of the license of ple.

plug-ins must need "MayaPluginWizard" and "vcwizard". i am also doing small plug-in(mll).

no they don't. They only simplify (though some may say crapify) the process of creating a plugin project for VC. That has nothing to do with the EULA you have with Autodesk.
