Hello AJ,
To have the expected kind of "cavalier" persp, select the camera and open its attribute editor. There you'll see an "orthographic views" tab, open it and check on the orthographic box. You should see your scene in oblique cavalier persp, and would be able to zoom in and out, and pan through the scene. As expected also with this kind of perspective, you cannot rotate the view, as it is constrained to a 45 degrees angle. Hope this helps 
N.B. : to have exactly a 45 oblique persp, set your camera rotation to -45 in x and 45 in y, before checking on the orthographic option box.
