and.. what about making the function context sensitive:

• If there are Faces selected: extract by faces
• If there are Edges selected: extract by edges

I think you can't tell if either function is better, because there are cases for each of them.
The head-example: make an edge loop -> extract by edges - wonderful!
The examples in the image ^ -> I'd do a face selection and ectract then!

Whatabout if there are faces and edges selected? This is what auto desk has not considered this in their ew tools but if your going to combine you should!

Anwayay it can be implemented like this: Face selection will always be converted to surrounding edges.
