I need advice on how to make a paint effect animate. I have a half sphere where the neon blue paint effect has been applied to. I want to make it "dance around" so it looks more like electricity for the main power source for the machine I have constructed. Any simple ideas?

Make the stroke path curve a soft body and apply turbulence.
Open the attribute editor for your paint fx. Play with the time clip settings and stroke time under flow animation. Stroke time will make it remember the direction of the stroke and animate that way. Time clip lets you set parameters. This is the most intuitive way I have found to do this.Hope it helps

If it doesn't work, then how come I just did it. You need to create a curve, then make it a soft body, and then attach the brush to it using the "attach brush to curves", which is under the "curve utilities" in the "paint effects" options.
ohhh ohhhh ohhh see I was painting first and then it said it could not be made a soft body... well damn it... hours of frustration. I am gonna try that now. Dude your awesome if this works.
however... I need the curve to snap to the surface and only stay somewhere on the surface.. can be as random as the weather here in rochester ny but how do I make that curve only animate on the suface? Granted I have not tried yet.. so if I don't respond again to this I have firgured it out and am all the wiser orrrrr have thrown my copm out the window. If I can't get it I will respond again.
This won't keep it exactly on the surface, but an easy way to make your stroke animate with turbulence isto use the built in paint effects turbulence. First you need to make your stroke into a tube system( witha single tube ).. that is to turn tubes on for your brush. There is a script in the highend melscripts->paint effectscalled MakeTubeOn1.0 select your stroke and run this to turn tubes on without changing the look ofyour stroke. Now make the turbulence = worldDisplacement on your brush and play with the turbulencespeed and intensity. When you playback you should see the turbulence animation. You may also want to increasethe surface offset on your stroke node a bit to compensate for the turbulence.
