Currently i got Maya2008. In some days it`ll be 2009.
Its not just a update problem. After "getAttr" the value is the same..

I wouldnt say its a bug. Its just that Maya doesnt assume you to make just one particle in a particle object, so the "wisest" decision is to let the transformation matrix just stay at 0,0,0, regardless of how many particles were made and where they stay.
But it might be a bug, that the parent transforms get influenced by the child particle object...
