You can get it off this site.

1. At the top of this page select Soft/ToolsPlugins.
2. Download the file. It should be called Soft.8BI
3. Put the file in C:AdobePlug-insFileformats. (Note: You software may be loaded in different location).
4. Restart Photoshop, and you shoudl now be able to read and write .pic files.
