Yes as a matter of fact blayblast conforms to whatever value if you set in play every frame and playback plaback by value to something! So if you set it to 2 (every other frame , you could even set it to 50 if you like!) then would do this.
Unfotunately maya wont infom the player about program this. Wich is kindof bad. But you can easily circumvent this by launcing a more intellingent app than mediaplayer and tell it to conform to whatever speed you like. (qtpro can do this as can many others) Fortunately this can be scripted.
