I cant get the create polygon tool to work.
I keep getting the error
"Warning: Select an object that allows topology modification"

So on a clean window with nothing in it the tool does not work? You're not trying to use the create poly tool on an object right?
If thats the case, then dump you're preferance files and see if something got messed up in there.

Also , a word of advice when using the HIGHEND forums..
put you're issue in the subject line. No one will look at a "please help me" or "question" or anything so generic.
Theres just too much stuff. Put a specific title, like CREATE POLYGON TOOL NOT WORKING, ect. you know, and that'll get people who might know whats up looking.
