im trying to create a point constraint that uses a weighted value so the "constrained" object only moves 1/2 as far as the first one.
ive copied this from the manual
Specifies how much the position of the constrained object can be influenced by the target object(s). Use slider to select values from 0.0000 to 10.0000. Default is 1.0000.
this looks exactly what i need, however it seems that no matter what value i enter for the weight the "constrained" object stays glued to the first object. seems like a very simple operation can anyone explain where i have gone wrong in my test.

There are many ways to accomplish this. One way would be to give the constrained object two masters, one stationary and the other moving. The stationary object (locator would be best) could be at the same location as your hero constrained object. Then just adjust/fade the weights of the two masters.
The essential point that you were missing is that your constrained object doesn't know where it's "unconstrained" position is suppose to be. The Constraint completely bypasses the original position in the channel box. So you need two master objects for the constrained object, one for the "original" position and one for the new.
