Go to Edit NURBS > Round Tool > Option Box, and decrease the Radius size, as the default size of 1.0 is too large for a default sized cylinder. Marquee select the adjoining edges of the cylinder and planar surface with the Round Tool and press Enter. However, instead of using a planar surface to cap the cylinder, why not just create a cylinder with caps? Go to Create > NURBS Primitives > Cylinder > Option Box and check Caps for Bottom, Top or Both. Also, check Extra Transform on Caps, which will allow the caps to be manipulated as separate objects. Use the Round Tool as described above. Another way to create a beveled edge is to select the adjoining isoparms of the cylinder body and cap, and go to Edit NURBS >Attach Surfaces > Option Box, check Blend and Insert Knot and attach. This method will keep the cylinder as one single object. Adjust the size of the bevel with the Parameter setting of the attachSurface in the Channel Box.
