Reduce Framerate

Hello. How can I reduce a framerate of my filein node (720p25, 100 frames)? I want to make a animated look in shake. The effect is ready, but i want the typical 12/15 fpsl, like handdraw animation. How can I tell shake to jump over 1 frame (frame padding?). The duration of clip must be the same.

my idea:

(original) -> (new)
frame 1 -> frame 1
frame 2 -> frame 1
frame 3 -> frame 3
frame 4 -> frame 3
