You could setup your toon shader along with pfx brush then delete the object it is assigned to. The pfxToon node will still appear in the outliner. Select it and export selected. (you may wish to rename pfxToon to something more useful) You can then import that file into a scene and assign it from toon:assignOutline.
The noise animation could be a update issue. An expression using dgdirty on the brush node might help(see my previous post in this forum).
